We need to either add a new context for validation during the applications submission or backtrack on which fields are manditory. To decide this, let's check in with the stakeholders (so this issue isn't yet actionable).

I suspect I know what's going on here -- the items in the agent stability section should only be mandatory if the agent stability section is active -- if the bank hasn't chosen it, they can't be.
