Add comments field in to distribution export

The comments field is missing from the distribution export. Please add it.

Justification

Support ticket 20220921 The bank in question has partners that have multiple locations.
They are currently using the comments field to distinguish between them. They consider this a medium priority problem.

Details

Distributions have a comments field. This comments field is not included in the export. Add it.

• [] Tests of the distribution export amended to include this field.

Hello there, I believe this would be modification to the ExportDistributionsCSVService to include the comment (text) and fixing/adding this field to the relevant specs. I just forked the repo, trying to get a grasp of the application. I will take a stab at this.
