Distribution Schedule time mismatch

Summary

We need the dates and times for distributions to be consistent through the life cycle of the distribution

Details of problem

As seen on staging, 20220809

Enter a new distribution. Specify the date and time

Then go into "Pick Ups and Deliveries", the date/time is not what was entered.

[If you click through on staging on some of the seeded items, you will see that the distribution schedule that shows up is a different date entirely than that shown on the calendar, but I think that's an artifact of this same problem.]

Things we should know

Possibly related to #2905? May be due to server time and client time being two different timezones -- is staging server Pacific Standard Time? (client in this case is Eastern Daylight Time)

Criteria for completion

• [] dates and times are presented consistently across the distribution lifecycle, no matter what timezone the client is in
• [] tests to prove that.
