New Case Contact Table: implement expansion functionality

This ticket is a sub-section of a bigger ticket: https://github.com/rubyforgood/casa/issues/6462. Some foundational work for the bigger ticket has been started in this PR: https://github.com/rubyforgood/casa/pull/6467.
As a user, I want to click on the down arrow next to the bell icon (or maybe anywhere on the card) to expand the row in order to see more details. This ticket is to implement that functionality (i.e. expanding/collapsing the row upon clicking it). When expanded, the topic(s) and details about the topic will be in view. For example, "Health/Mental Health" would be a subheading and any text details would be beneath that subheading.

The circled parts are examples of what is getting added. Those circled parts will be in view when the user expands the row (and will be out of view when the user collapses the row).
