Volunteer table

Description
The volunteer table is crowded and has a combination of volunteer and case based information. This issue requested an emancipation button to be added as well. To accommodate that the case based portion of the table can be broken out into a dropdown.
Some outstanding questions to determine if this is the correct solution:
- what are the most heavily used pages and is there a different solution already in progress
- what are common actions taken on the volunteers page
Best case improvements:
- change case numbers(s) to # (of total cases)
- shorten email with ellipsis (add tooltip, ~12 character, copy button)
- carets up when open, right facing when open
- expand/collapse at the top of the table
- scroll when there are a lot of cases
