Description

We currently disallow files from being added unless they have a _spec.rb file associated with them or are excluded in .allow_skipping_tests https://github.com/rubyforgood/casa/blob/main/.allow_skipping_tests

In the long term we want ensure tests exist for all those files. Start work towards that...
