Add 'Highlight' to New Case Contact Page

Description

Next to note section add a button that says 'Highlight'. The highlight allows users to track the needed information of their court report. For now have text that reads 'coming soon' when button is pressed. It will help save time when they organize information when generating the court report. If nothing is selected and the button is pressed make a pop appear that says "Text must be selected to create a highlight"
