☂️ Arbitrary Azure Uploads
Casa Orgs would like to be able to upload documents associated with cases. Optima has imposed file size limits because of so many uploads because of COVID-19. This is very inconvenient for PG CASA.

- [ ] write issues for users to view, create, update, and delete files (where on the UI should it be? who should be allowed to edit which files?)

@Zrrrpy @compwron can we please chat this week about how we want to implement "upload arbitrary files" now that it's possible with azure, we can decide where we want an upload button and what workflow we want with these files.

We probably still want this, especially with more recent Optima file size limits, but it is still not ready to build / needs more thought.
