Health Factors: Randomize "popular" tags section

Popular tags are causing two problems right now: they are taking up a lot of space and skewing the tag counts.

To solve this, let's randomize the "popular" tags section, and then hide it completely once the user has "recent" tags to use.

I believe that logic for randomizing already exists when the user opens any "add trackable" select component. It takes a random selection from the top 100 instances of the given trackable.
