Add a specialized news layout for CVEs

We could simplify writing news posts for security releases with a specialized news_post layout. This would allow the usual information (CVE ID, version, checksums) to be stored in the YAML metadata of the post and rendered consistently by the template. It would also make it easier for projects to consume the CVE information. Thoughts?
