Adding OpenSSL 1.0.2p-fips case to Travis

I would suggest to add OpenSSL 1.0.2 fips mode to Travis CI test case.

It is related to below Ruby ticket, I commented. (You can close this ticket now. Thank you!)

Though I might be mistaken, I suppose that fips mode (one of the setting of the kernel)'s issue can be reproduced by testing with OpenSSL fips mode.

Right now latest version OpenSSL supporting fips is 1.0.2p according to https://github.com/openssl/openssl/issues/7582 .
