initial DTLS work for ruby-openssl

This is code is very unlikely to be ready for inclusion. I'm making this pull request in the hope of getting some review and to make sure that interested parties are aware of the effort. I am proceeding to attempt to integrate this into the david CoAP server, and I'll report the results in this pull request.
