arm constant loading

We have reached the previous limit of 16 bit for pc relative constant loading (for 32 bit arm). This is partially due to Integers not being aligned, but is a general problem. The real solution does involve reading the arm spec carefully and using the barrel shifter as well. Lots of fiddling i don't have time for now.
