Allow users to exclude scripts from packing if their 'IncludeScript' references are commented out.

Just a little thing that has popped up for me recently while distributing my VScript game mode to a handful of mappers, a lot of people have been confused by missing script references despite the IncludeScript lines being commented out. Would be nice if there was a default on checkbox somewhere to prevent this showing an error.
