Added architecture-dependent directory to RUBYOPT in INSTALLING

When rpg installs packages that have native extensions, the extensions go into architecture-dependent directory. If rpg was configured to use a standalone RPGDIR then the architecture-dependent directory under RPGDIR needs to be added to RUBYOPT as well.
