Proposal of the curriculum agent as Baseline for Grid2Op.

We added the CurriculumAgent as possible baseline to the L2RPN-Baselines. The agent works both on IEEE14 bus networks, as well as on the Robustness tracks. Theoretically, the other grids should be possible as well (however, have not yet been fully tested).
