Action Distance not properly computed on one case

In this case, a line is reconnected at 2012-05-07 17:05 through break switching at the two adjacent substations. This is seen as a substation action and count for an increment of 1 in the distance. But this should rather be a decrement or just don't count as a substation action in that case
