config.enabled parameter: Provide example of disabling config object via file

The current example shows how to toggle loading the imptcp module via an environment variable, but only references the ability to toggle whether a configuration object is used by file contents.

As I write this I found that this can be solved by adding a .. seealso:: Sphinx directive that points the reader to the String Constants page.
