header-includes in YAML field does not work for HTML format

this will serve as documentation as I forgot it was not working

This is related to Pandoc overwriting the variable is --include-in-header flag is used.

This was encountered in PDF and BEAMER previously

But we have not yet done anything with HTML. It seems it is not that common and anyway using includes in the format function is preferred.
