Contribution guide: a quick and dirty draft
@emilyriederer I did my best to write down something. I did that very fast: my apologies for this low quality document (sorry for the english :pray: ). I hope it can help you if you decide to work on https://github.com/chirunconf/chirunconf19/issues/4 during the unconf.

I would suggest including contributing guidelines and the how-to into the CONTRIBUTING.md file. This file is "known" by GitHub and used in other projects. Maybe, we can add general information in the CONTRIBUTING.md and reference the doc created by @RLesur
