"Materia" theme: Incomplete border and not very user friendly upload file widget

With "Materia" theme, noticed couple of minor UX issues via bs-themer example app

1. Go to Notifications tab
2. Notice the border line is incomplete
3. Select "Uploads & Downloads" tab
4. Notice the file input. The file upload works. However, the UI is not appealing
