askpass doesn't require tcltk on native Rgui (non rstudio) on Mac/Windows.

Jeroen, this looks great (I discovered askpass well after getPass but never got around to making the switch). Could you make a quick change to update the one, new git conflict? We had to invoke getPass() in a function (and not in an argument) to avoid a CRAN NOTE in some build systems.
