Is there a way to send tvservice commands like changing the output resolution or changing between interlaced and progressive (480i to 240p) on composite? I need it so I can make a test that changes the video output and counts how much time it takes for the video to recover.

No, the tvservice client is unfortunately not implemented in Circle.

I added the TV service API and a sample program to the develop branch. It will be part of the next release. Works in 32-bit mode only.
