Why he can't download file with Deluge?

Create torrent with py3createtorrent:

pip install  py3createtorrent
py3createtorrent -t udp://tracker.opentrackr.org:1337/announce \
                 -t udp://tracker.cyberia.is:6969/announce   \
                 /home/debian/sample.mp3

Send my friend sample.mp3.torrent with email. Why he can't download file with Deluge?

This is probably not related to the torrent file. I guess his Deluge torrent client can simply not connect to you, and you can't connect to him vice versa. At least one of you has to configure port forwarding.
