Tilde vertical position different fraction slash vs. fraction char
Describe the bug
When using ~1⁄2
(u+2044) vs ~½
(u+00bd) the vertical position of the ~
is different.

To Reproduce Steps to reproduce the behavior:
- Render
~1⁄2 m ~½
Expected behavior The tilde should have the same vertical position

Environment
- OS: iOS 15
- Version of font: 3.19

This happens because the computed fraction (from the frac feature) is not recognized or classified as a "capital height" character and so the tilde is not replaced with a version adjusted for tall characters.
