Update nokogiri to work on ruby 2.5

Update Gemfile and Gemspec to use nokogiri 1.8 that work on ruby 2.5.x

What is the current status on this one? Seems if we update Nokogiri we have to drop the pipeline that tests against ruby 1.9.3.

Would be great to have this fixed, can't use this project unless this is fixed or an alternative has been suggested.

This PR has been in this position since 2018, don't think it is being looked after now. Abandoning this project for our use.
