Update test instructions to match CI docker image.

The CI suite uses gvenzl/oracle-free:latest see commit ceaa818fa911d93f100dc27855c4fefcda9ddb11. This PR updates the RUNNING_TESTS.md "Create by yourself" section to use the same image, and adjusts the spec_config.yaml.template to match.

There is also some incidental cleanup here:

  • Correct a spelling typo.
  • Remove the prompt prefix in code blocks to make them easier to copy.
