Build against Java 17 and regenerate wrappers

Building against JDK17 will enable new features. Consumers will also not encounter any JDK8-specific issues when attempting to upgrade.

The wrappers were also a bit out of date so I regenerated them. Happy to drop if it complicates this PR.
