encoding of NM_MUNICIP in bh.gpkg

@darribas In an UTF-8 locale, I'm seeing for example ALVINÃ\u0093POLIS on reading the GPKG. What is the input encoding? I've tried UTF-16 and others with no luck.

Mmm... not sure. To be honest, I just added that file to be able to have a placeholder folder with data in the file structure of the repo, but we don't need to use it.

It makes an interesting case, though, as it abuses int64 as well as having the encoding problem.
