[Feature Request]: Support for popover elements

Problem Description

RRWeb doesn't capture recording of elements with popover attributes.

This feature request is similar to https://github.com/rrweb-io/rrweb/issues/1381 where this issue of popover was discussed but the fix PR https://github.com/rrweb-io/rrweb/pull/1503 explicitly didn't add support for popover elements and the issue was closed without adding support for this.
