config file /etc/rpmlint/config has no man page

If a man page was created for the rpmlint config file syntax, it would result in a 100% pass of this test.

I am closing the bugzilla ticket and leaving this open, since if this man page is added upstream, we will inherit it into Fedora.

Actually we have to update the other manpages too as we move to argparse processing.

Hmm maybe easiest way would be help2man...
