createrepo --version reports 0.9.9

The __version__ line in createrepo/__init__.py hasn't been changed since 2011. Is that intended or should it report the current released version?

I don't think there was any specific reason for __version__ being behind (other than being forgotten)... so I just bumped it to match the one in the spec file (actually, made a PR). Thanks!
