Top programs list should be weighted based on user's recent executions

Currently the Start menu simply pulls in 6 programs from all programs on the user's computer. This should be changed to display a "top 6" programs weighted based on user's recent launches.

Essentially each time a program is launched it should gain a 'point', and the points total should be clipped within a timeframe like a week or a few days (to prevent programs being unable to be bumped off the list due to a huge total). As for saving, should save to a JSON in the user's profile dir, probably every hour or so, if there has been any change of course.
