Investigate Docker for producing builds for all supported distro targets

Prerequisite for doing any release - there needs to be the ability to produce build/packages for all supported distros in one hit. It's not practical to have to fire VMs up for each target to do this.

Docker would probably be the way to go for getting this done, and on the road to a release process.
