Taskbar appears over fullscreen window when focusing a window on another monitor

I often have a full screen browser and full screen terminal on separate monitors. When focusing a window on the secondary monitor, the taskbar appears over full screen windows on the primary

This'll be due to X11 struts, not sure whether the struts should be temporarily removed when a full screen window is present? Not sure how aggro this is to do (also need to considering Wayland, though layer-shell might already work fine)

If it helps anyone, I've since discovered that kitty and mpv don't do this
