Implement theme: Slate

Issue to track implementation progress for the Slate theme.

Slate cannot be ported accurately because it's impossible to do a horizontal gradient in XFWM4 themes, as such I've tried to sort of put something together that still somewhat has the feeling with a vertical gradient instead. The rest of the frame is accurate (and the proportions are correct).

Exists in feat-themes branch atm
