Basic implementation of Windows Picture and Fax Viewer

As per title - this is a relatively straight forward program (I think) and quite a nice one. This issue just relates to a rudimentary implementation of the program, enough so the general usage is there. The extraneous features can be tagged as separate issues once the program actually exists.

Program will live under /windows/shimgvw in the repo.

Cheers - GPL so might be worth a look, also mentioned the GtkImageView widget. Some stuff to poke around in is useful. :grin:
