Filter UIGroups & UIItems via active field?

It sounds like the current app does all its filtering client-side. However, I'm wondering: should we treat the active field as a special case and filter out inactive UIGroups and UIItems server-side? I can imagine implementations where active=false means just "grayed out" rather than "removed", but I thought I should raise the question here for the record.
