BackgroundInputTransparent is broken on UWP

On Android you can set BackgroundInputTransparent to true, and the popup will not block clicks on the underlying UI when it is shown.

On UWP this property has no affect. The popup will block input whether the value is set to true or false.

I used <custom:BasePopupPage InputTransparent="True" /> and this seemed to work
