Bust the skulz

So in my current playthrough I killed all the skulz in the hotel including the one that I talked into leaving (forgot the name) bc I didn’t wait long enough for her to actually leave and the bust the skulz quest still remains active although it’s not possible to finish it anymore (atleast I think so).

Maybe it’s supposed to be this way but still I just wanted to bring this to your attention.

Unrelated question: Am I correct that before the wm travel speed changes the motion sensor item didn’t give the 20 % outdoorsman bonus ? (Atleast thats how I understood Lex) And if so why? Bc in vanilla Fallout 2 it does so
