`settings.DATABASES is improperly configured`

I get the following error when I try to import memcache_toolbar.panels.memcache to install this toolbar: ImproperlyConfigured: settings.DATABASES is improperly configured. Please supply the ENGINE value. Check settings documentation for more details.

I'm using Django 1.4.22 and all my DATABASES are configured properly. I'm at a complete loss as to why this import would cause this error...
