Need to specify Ubuntu image version in Dockerfile

**FROM ubuntu** should be changed to **FROM ubuntu:xenial**

With python3 distributions don't have python-pip it is either pip which is python2 or python3-pip. python-pip in ubuntu failed for me however once I edited the docker file it worked

ubuntu latest version 20.04 but this version does not have python-pip
