Show a visible link to open the broadcast form if search returned very few entries

• What is the current behavior? If you search for a broadcast and there are less than 6 results, it is clear to the user that there are no more boradcasts. The use might not click on "Next" in that case. But then the user will miss the broadcast form not knowing that he or she can actually create missing data.

• What is the expected behavior? At the end of the list, there should be a big empty space with sth. like a "plus" icon, indicating you can create missing data here.

• What is the motivation / use case for changing the behavior? Encourage people to create missing broadcasts.
