Add Vector Object server documentation

This addresses https://github.com/ros-planning/navigation2/pull/3930 (Vector Object server) by adding:

  • Section to Iron->Jazzy migration guide
  • Configuration guide for VO-server
  • Tutorial how to navigate with vector objects and VO-server enabled
