Godel Parameter Caching Invalidation

Currently the Godel system uses ROS serialization libraries to write ROS messages, which consitute a set of parameters, to the user's system disk. While useful, the system is not human readable and will likely break as the messages themselves are changed.

Ideally, we'd implement some kind of versioning ontop of the existing system. At the very least, some documentation about this system behaviour is in order.
