godel_scan_analysis: Fixed Scan Method and Scoring

The current implementation of godel_scan_analysis is lacking a few ways:

1. Despite having a message full of scan analysis parameters, we're not currently using them to any effect.
2. The scan analysis has no concept of jobs, so it continues to collect data every time the laser scanner runs. This uses lots of memory and can create overlapping geometry if a part is swapped out before the system is taken down.
