Improve CI so that it checks doxygen

The current CI infrastructure does not check doxygen (unlike the Apex CI), which may cause packages to not be released into the ROS buildfarm, see https://github.com/ros-drivers/transport_drivers/pull/7

Releasing to the buildfarm doesn't have anything to do with doxygen.

can we close this? if we would like to add auto-documentation to the CI chain someone can just open a PR to do so and add it.
