If I build with CONFIG=Release then Ardour 5.12 sees the plugin. This is good. I'll take a look at adding LV2 export next.

The lv2 that get's built is merely a dummy. Can you check the lv2 bundle that gets created when you export from Cabbage? It should definitely contain a .csd file?...
