Windows builds

I started a new repository with windows builds of popular C libraries used by R packages. These are static libraries that work with the Rtools compiler, similar to BDR's goodies collection.

If you have any packages that need some windows love, we can have a look. No promises, it's still windows :)

@jeroenooms I think this is great! Btw. how about adding BDR's goodies as well, so that you don't need to replicate what's included there? It would be great to connect this with https://github.com/krlmlr/r-appveyor somehow, so that we can build windows binaries from Github, using these static libs.
