re-integrate COL via colpluz

https://github.com/ropensci/colpluz is nearly to CRAN, hopefully soon.

Working on branch col-plus - branched off of taxa-work.

Use dataset 3LR https://github.com/CatalogueOfLife/general/issues/79#issuecomment-710238530 for get_col (right now named get_colp, change to get_col as the colp terminology is going away)

Waiting to submit rcol pkg (name changed from colpluz) now as col API docs seem to be pretty unstable, each time I check params seem to have changed, waiting a while
